मुख्यमंत्री पुष्कर सिंह धामी ने आज पर्यटन नगरी नैनीताल में आयोजित विंटर कार्निवाल में प्रतिभाग किया। उन्होंने शीतकालीन पर्यटन को जन आंदोलन बनाने और उत्तराखण्ड को समृद्ध एवं आत्मनिर्भर बनाने में सहयोग का आह्वान करते हुए कहा कि शीतकालीन पर्यटन आत्मनिर्भर उत्तराखण्ड की मजबूत नींव है। उन्होंने कहा कि नैनीताल कार्निवाल उत्तराखण्ड की आस्था, संस्कृति, परंपरा और स्वाभिमान का उत्सव होने के साथ-साथ “विकास भी–विरासत भी” की सोच को साकार करता है।
मुख्यमंत्री ने कहा कि प्रधानमंत्री श्री नरेंद्र मोदी के शीतकालीन यात्रा के आह्वान से राज्य के सभी पर्यटन क्षेत्रों में शीतकालीन पर्यटन को लेकर अभूतपूर्व उत्साह देखने को मिल रहा है। इससे स्थानीय स्तर पर रोजगार के नए अवसर सृजित हो रहे हैं। युवा ट्रेकिंग गाइड, होम-स्टे, होटल एवं पर्यटन से जुड़े अन्य कार्यों के माध्यम से आत्मनिर्भर बन रहे हैं और इन क्षेत्रों में पलायन में कमी आई है। उन्होंने कहा कि शीतकालीन पर्यटन से लोक कलाकारों, हस्तशिल्प, पारंपरिक व्यंजनों और स्थानीय उत्पादों को नया बाजार मिलेगा। उन्होंने कहा कि सरकार विकास के साथ-साथ सांस्कृतिक मूल्यों, कानून व्यवस्था और पारदर्शिता को भी सशक्त बना रही है। समान नागरिक संहिता, नकल विरोधी कानून, सख्त भू-कानून और भ्रष्टाचार के खिलाफ जीरो टॉलरेंस नीति से उत्तराखण्ड देश के अग्रणी राज्यों में अपनी पहचान बना रहा है।
उन्होंने नैनीताल विंटर कार्निवाल के लिए शुभकामनाएं देते हुए कहा कि शीतकालीन कार्निवाल कई मायनों में विशेष है, क्योंकि आज हम जहां एक ओर नैनीताल में इस भव्य विंटर कार्निवाल के लिए एकत्रित हुए हैं वहीं नैनीताल के समग्र विकास के लिए सैकड़ों करोड़ रुपये की परियोजनाओं को भी जनता को समर्पित किया है। आज का यह दिन इसलिए भी अत्यंत विशेष है क्योंकि हमारे पृथक राज्य निर्माण के स्वप्न को साकार करने वाले भारतीय राजनीति के अजातशत्रु पूर्व प्रधानमंत्री परम श्रद्धेय भारत रत्न स्व अटल बिहारी वाजपेयी जी की आज जन्म जयंती भी है । इस अवसर पर समस्त प्रदेश वासियों की ओर से श्रद्धेय अटल बिहारी बाजपेयी जी को कोटि कोटि नमन करते हुए उन्हें भावांजलि अर्पित करता हूं।
मुख्यमंत्री ने इस अवसर पर नैनीताल जनपद के अंतर्गत 121 करोड़ रुपये से अधिक की लागत की 13 महत्वपूर्ण विकास परियोजनाओं का लोकार्पण एवं शिलान्यास का भी जिक्र करते हुए कहा कि नैनीताल जिला निरंतर विकास की ओर अग्रसर है।
मुख्यमंत्री ने कहा कि हम सभी के लिए अत्यंत प्रसन्नता का विषय है कि नैनीताल की पावन भूमि पर सात वर्षों के लंबे अंतराल के बाद शीतकालीन कार्निवाल का आयोजन इतने भव्य रूप में किया जा रहा है। इस शीतकालीन कार्निवल के माध्यम से जहां एक ओर यहां आने वाले लोगों को हमारी समृद्ध संस्कृति, परम्पराओं और प्राकृतिक सुंदरता को नजदीक से अनुभव करने का अवसर प्राप्त हो रहा है। वहीं पर्यटक हमारी लोक संस्कृति, कारीगरी और पारंपरिक स्वाद से भी परिचित हो रहे हैं।
इस महोत्सव के दौरान जहाँ एक ओर प्रतिदिन अनेक सांस्कृतिक कार्यक्रमों में देश और राज्य के कई प्रख्यात कलाकारों द्वारा अपनी प्रस्तुतियाँ दी गई, वहीं, बोट रेस, सांस्कृतिक झांकियों, लाइट एंड साउंड शो तथा मनमोहक बैंड प्रस्तुतियों के माध्यम से दर्शकों का भरपूर मनोरंजन भी हुआ। इस कार्निवाल में पर्यटकों के लिए प्रकृति भ्रमण, ट्रेकिंग, एस्ट्रो टूरिज़्म तथा आर्टिफ़िशियल रॉक क्लाइंबिंग जैसी गतिविधियों का भी आयोजन किया गया।
मुख्यमंत्री ने कहा कि यह विंटर कार्निवल न केवल हमारी समृद्ध सांस्कृतिक विरासत और लोक कलाओं को प्रस्तुत करने का एक उत्कृष्ट मंच सिद्ध होगा, बल्कि स्थानीय अर्थव्यवस्था और पर्यटन को भी नई ऊर्जा प्रदान करेगा।
मुख्यमंत्री ने अपने संबोधन में कहा कि प्रधानमंत्री श्री नरेंद्र मोदी जी के नेतृत्व में राज्य सरकार उत्तराखण्ड को विश्व की आध्यात्मिक राजधानी के रूप में स्थापित करने के संकल्प के साथ-साथ राज्य में तीर्थाटन और पर्यटन को प्रोत्साहित करने के लिए भी संकल्पित होकर कार्य कर रही है। आज एक ओर जहां प्रदेश में धार्मिक पर्यटन के साथ-साथ वेलनेस टूरिज्म, एडवेंचर टूरिज्म, फिल्म शूटिंग डेस्टिनेशन और वेडिंग डेस्टिनेशन के क्षेत्रों का विकास किया जा रहा है, वहीं राज्य में साहसिक पर्यटन जैसे ट्रेकिंग, रिवर राफ्टिंग, पैराग्लाइडिंग, स्कीइंग और माउंटेनियरिंग को भी बढ़ावा देने के लिए निरंतर प्रयास किए जा रहे हैं।
मुख्यमंत्री ने कहा कि राज्य में बारहों महीने पर्यटन की निरंतरता सुनिश्चित करने के उद्देश्य से “शीतकालीन यात्रा” की शुरुआत भी की है। इतना ही नहीं, सरकार प्रदेश में आयुर्वेदिक एवं प्राकृतिक चिकित्सा, योग और आध्यात्मिक पर्यटन को बढ़ावा देने के लिए गढ़वाल और कुमाऊं मंडलों में एक-एक ”स्पिरिचुअल इकोनॉमिक ज़ोन” की स्थापना भी करने जा रहे है। इसके साथ ही सरकार अपने पारंपरिक मेलों, उत्सवों और लोक संस्कृति को बढ़ावा देने के लिए ‘वन डिस्ट्रिक्ट, वन फेस्टिवल’ के रूप में विकसित करने की दिशा में भी कार्य कर रही है।
मुख्यमंत्री ने स्थानीय लोगों से अपील की, कि जिस प्रकार पूर्व में नवरात्रों के अवसर पर नैनीताल में शरदोत्सव तथा ओटम फेस्टिवल का आयोजन किया जाता था। हमें ऐसे आयोजनों को पुनः शुरू करना चाहिए, ताकि क्षेत्र में सांस्कृतिक गतिविधियों और पर्यटन को बढ़ावा मिल सके।
मुख्यमंत्री ने कहा कि आज उत्तराखण्ड राज्य विभिन्न चुनौतियों के बावजूद भी अनेक क्षेत्रों में नए-नए कीर्तिमान स्थापित कर रहा है । इस अवसर पर अपने संबोधन के माध्यम से मुख्यमंत्री ने प्रधानमंत्री जी के “स्वदेशी अपनाओ देश को मजबूत बनाओ’’ के मंत्र को आत्मसात करते हुए अधिक से अधिक स्वदेशी उत्पादों का प्रयोग करने की अपील उपस्थित जनता से की। इस दौरान मुख्यमंत्री द्वारा उत्तराखण्ड के लोक कलाकारों द्वारा प्रस्तुत की गई विभिन्न प्रस्तुतियों का आनंद भी लिया गया।
