मुख्य सचिव श्री आनंद बर्द्धन की अध्यक्षता में आज सचिवालय में State Disaster Response Fund (SDRF) एवं State Disaster Mitigation Fund (SDMF) के अंतर्गत प्राप्त प्रस्तावों के अनुमोदन हेतु राज्य कार्यकारिणी समिति की बैठक आयोजित की गई। बैठक के दौरान समिति द्वारा विभिन्न प्रस्तावों को संस्तुति प्रदान की गई।
मुख्य सचिव ने स्वीकृत कार्यों की गुणवत्ता एवं भौतिक प्रगति की नियमित समीक्षा करने के निर्देश दिए। उन्होंने आपदा प्रबंधन विभाग को स्वीकृत प्रस्तावों के अंतर्गत जारी किए जाने वाले फंड तथा कार्यों की भौतिक प्रगति की निरंतर समीक्षा करने को कहा। इसके साथ ही विभागों से MCR फॉर्मेट पर भौतिक प्रगति रिपोर्ट प्राप्त किए जाने के निर्देश भी दिए।
उन्होंने सिंचाई विभाग को विभागाध्यक्ष की अध्यक्षता में इंजीनियर्स की नियोजन समिति को सक्रिय करने के निर्देश देते हुए कहा कि किसी भी प्रस्ताव को भेजने से पूर्व तकनीकी एवं वित्तीय पहलुओं का परीक्षण इस समिति द्वारा किया जाना अनिवार्य हो।
मुख्य सचिव ने सचिव आपदा को राज्य कार्यकारिणी समिति की बैठकों में ENC, PWD को स्थायी सदस्य के रूप में शामिल किए जाने के निर्देश दिए। साथ ही उन्होंने बाढ़ सुरक्षा कार्यों के लिए पृथक नियमावली तैयार करने के भी निर्देश दिए। उन्होंने कहा कि कार्यस्थल की स्थिति एवं प्रकृति के अनुरूप प्रत्येक कार्य की आवश्यकताएं भिन्न हो सकती हैं, इसलिए उसी के अनुसार कार्य योजना बनाई जाए।
मुख्य सचिव ने यह भी कहा कि जहां संभव हो, वहां Vegetative Protection Work को प्राथमिकता दी जानी चाहिए। उन्होंने सिंचाई विभाग के विभागाध्यक्ष को देहरादून जनपद अंतर्गत विभिन्न कैनाल सिस्टम को दुरुस्त करने तथा नहरों के सुधारीकरण एवं मजबूतीकरण से संबंधित प्रस्ताव तैयार करने के निर्देश भी दिए।
बैठक में प्रमुख सचिव श्री आर. मीनाक्षी सुंदरम, सचिव डॉ. वी. षणमुगम, श्री विनोद कुमार सुमन, श्री आनंद स्वरूप, श्रीमती रंजना राजगुरु सहित संबंधित विभागों के वरिष्ठ अधिकारी उपस्थित रहे। इसके अलावा वीडियो कॉन्फ्रेंसिंग के माध्यम से विभिन्न जनपदों के जिलाधिकारी भी बैठक में शामिल हुए।
